The described latest news around EPR developments in Europe include public consultations, decrees publications as well as some of the latest reports published in the sector!  <\/p>\n\n<p class=\"wp-block-paragraph\">Before diving into sector-specific updates, a major cross-sectoral study sets the scene for the future of Extended Producer Responsibility : contributed by Circulearth for the European Commission, a recent report <a href=\"https:\/\/research-and-innovation.ec.europa.eu\/news\/all-research-and-innovation-news\/research-and-innovation-projects-supporting-upcoming-circular-economy-act-2026-07-28_en\" target=\"_blank\" rel=\"noopener nofollow\">analyzes 27 research and innovation projects to inform the forthcoming Circular Economy Act<\/a>. Looking across multiple key value chains &#8211; including packaging, electronics, construction, and textiles &#8211; the study emphasizes that EPR must evolve beyond traditional waste management. To successfully scale circular business models across Europe, the report highlights the critical need to overcome fragmented national systems by harmonizing regulations, leveraging digital infrastructures like the Digital Product Passport, and strengthening economic incentives for eco-design and secondary material markets.   <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>WEEE<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the publication side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>EU:<\/strong> The European Environmental Bureau (EEB) published a policy brief, \u201c<a href=\"https:\/\/eeb.org\/en\/library\/policy-brief-rewiring-producer-responsibility-for-e-waste\/\" target=\"_blank\" rel=\"noopener nofollow\">Rewiring Producer Responsibility for E-Waste<\/a>,\u201d on August 27th, 2026, calling for key harmonised measures for the EPR scheme for WEEE, including defining clear responsibilities across actors of the value chain, extending cost coverage to waste prevention, or ending free-riding by online sellers.<br\/><br\/><\/li>\n\n\n\n<li><strong>France: <\/strong>To mark the 20th anniversary of the EPR scheme for WEEE, FEDERREC, the French association of recyclers, published a <a href=\"https:\/\/federrec.com\/FEDEREC\/documents\/FEDERREC20ansdelafiliereREPDEEE10862.pdf\" target=\"_blank\" rel=\"noopener nofollow\">report<\/a> on the system\u2019s evolution since its establishment and its challenges ahead of the coming revision of the WEEE Directive.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Batteries<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the policy side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>EU<\/strong>: Under the EU Battery Regulation, key labeling requirements (such as capacity, lifespan, QR codes, and recycling instructions) entered into mandatory application on August 18th, 2026. Producers placing industrial or transport batteries on the market must also finalize their carbon footprint methodology documentation ahead of the 2027 Digital Battery Passport roll-out. <\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><em>On the publication side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>EU<\/strong>: Following a JRC <a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC146717\" target=\"_blank\" rel=\"noopener nofollow\">report<\/a> released in mid-July, the European Commission launched a <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14858-Sustainable-batteries-calculation-and-verification-of-recycled-content-in-batteries_en\" target=\"_blank\" rel=\"noopener nofollow\">public consultation<\/a>, running until September 9th, on a draft delegated act and its annex stemming from Article 8 of the Battery Regulation. This text establishes a mass-balance framework methodology for calculating and verifying the recycled content of cobalt, lithium, nickel, and lead in several battery categories. This methodology prepares for the mandatory recycled content declarations that will be required from manufacturers starting in August 2028 at the earliest. Final adoption by the Commission is slated for the autumn.   <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>End-of-life vehicles<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the policy side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>EU: <\/strong>The European Parliament<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20260611IPR45210\/new-rules-for-a-more-sustainable-eu-automotive-sector\" target=\"_blank\" rel=\"noopener nofollow\"> approved in June a new regulation<\/a>, pending final Council approval, that enforces circular economy principles across the automotive sector by introducing recyclability design requirements, mandatory recycled content targets, extended producer responsibility, and stricter export rules.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Textiles<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the policy side: <\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Europe<\/strong>: Since July 19th, the ban on unsold goods has entered into force.<\/li>\n\n\n\n<li><strong>France<\/strong>: The French Ministry of Environment released its textile EPR technical specifications for public consultation until July 31st. It collected more than 300 contributions. While the final and full official release of the technical specifications is expected in the autumn, a decree published on August 28th introduces a new penalty for 12 product categories. Such penalties, ranging from 0.5 EUR\/product up to 12 EUR\/product in 2026 and 2027, are applicable to producers depending on their commercial practices and the repairability of the product. For more information, please read our latest article <a href=\"https:\/\/circulearth.com\/en\/the-french-anti-fast-fashion-law-affl-what-has-changed-since-2025-and-how-are-companies-going-to-be-impacted\/\">here<\/a>.     <\/li>\n\n\n\n<li><strong>Italy<\/strong>: On July 23rd, the <a href=\"https:\/\/www.mase.gov.it\/portale\/-\/tessile-via-libera-della-conferenza-unificata-al-regolamento-sulla-responsabilita-estesa-del-produttore?p_l_back_url=%2Fportale%2Fweb%2Fguest%2Fcomunicati-stampa\" target=\"_blank\" rel=\"noopener nofollow\">draft decree for the EPR scheme for Textiles <\/a>was approved by the Unified Conference, making EPR for textiles a closer reality in Italy. A revision by the Council of State before and the Minister\u2019s signature are needed before it can be published in the Official Gazette. <\/li>\n\n\n\n<li><strong>Ireland:<\/strong> The Department of Climate, Energy and the Environment released its <a href=\"https:\/\/www.gov.ie\/en\/department-of-climate-energy-and-the-environment\/consultations\/stakeholder-consultation-on-textiles-extended-producer-responsibility-epr-delivery-plan\/\" target=\"_blank\" rel=\"noopener nofollow\">draft EPR plan <\/a>for public consultation before September 9th. This draft indicates how the scheme will be designed. With a product scope following the WFD, the draft only establishes one key collection target, but not yet reuse or recycling ones. Only one PRO will be allowed by the Ministry by Q1 2027.   <\/li>\n\n\n\n<li><strong>Norway:<\/strong> The <a href=\"https:\/\/www.miljodirektoratet.no\/hoeringer\/2026\/mai-2026\/horing-av-forslag-til-forskriftsregulering-av-utvidet-produsentansvar-for-tekstiler-og-handtering-av-tekstilavfall\/\" target=\"_blank\" rel=\"noopener nofollow\">public consultation <\/a>on the Norwegian EPR schemes for textiles closed on August 21st. This draft does not yet offer numerical collection and recycling targets. <\/li>\n\n\n\n<li><strong>Spain<\/strong>: Spain\u2019s Ministry for Ecological Transition and the Demographic Challenge notified the European Commission of its textile EPR decree on May 27th, 2026.<br\/>After August 28th, Spain can either proceed to adopt the decree (if no objection is raised), or if objections arose, the standstill period will be extended by three months. In this case, Spain is expected to respond to the concerns or amend the text.  <\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><em>On the publication side: <\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Germany<\/strong>: Launched by the Confederation of the German Textile and Fashion Industry (textil+mode) and the German Retail Federation (HDE), <a href=\"https:\/\/www.allianz-textile-kreislaeufe.de\/\" target=\"_blank\" rel=\"noopener nofollow\">Allianz f\u00fcr textile Kreisl\u00e4ufe<\/a> aims to influence the design of Germany\u2019s forthcoming Extended Producer Responsibility scheme for textiles and footwear.<\/li>\n\n\n\n<li><strong>Global: <\/strong>WRAP released on June 23rd the report \u201cSet Up for Success: <a href=\"https:\/\/www.wrap.ngo\/resources\/report\/what-can-global-epr-schemes-teach-textiles-sector\" target=\"_blank\" rel=\"noopener nofollow\">What can global EPR schemes teach the textiles sector?\u201d<\/a><\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Furniture<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the policy side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Italy:<\/strong> The Italian Ministry of Environment and Energy Security (MASE) released a<a href=\"https:\/\/www.mase.gov.it\/portale\/schema-di-regolamento-per-l-istituzione-del-regime-di-responsabilit%C3%A0-estesa-del-produttore-per-la-filiera-dei-mobili-e-dei-prodotti-da-arredo-avvio-della-consultazione-pubblica\" target=\"_blank\" rel=\"noopener nofollow\"> public consultation<\/a> on the proposed Regulation establishing an EPR scheme for furniture and furnishing products. The consultation period was recently extended by a further 15 days, giving stakeholders until September 18th to submit their comments. <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Packaging<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\"><em>On the policy side:<\/em><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>UE :<\/strong>&nbsp;Le r\u00e8glement sur les emballages et les d\u00e9chets d\u2019emballages (PPWR) est entr\u00e9 en vigueur le 12 ao\u00fbt. Suite \u00e0 cette \u00e9tape importante, la Commission europ\u00e9enne a lanc\u00e9 trois appels \u00e0 contributions le 14 ao\u00fbt afin de pr\u00e9parer la l\u00e9gislation secondaire d\u00e9finissant les objectifs de contenu recycl\u00e9 pour 2030 :\n<ul class=\"wp-block-list\">\n<li>Two implementing acts focusing on (<a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/18753-Plastic-packaging-harmonisation-of-rules-for-calculating-and-verifying-recycled-content-in-plastic-packaging_en\" target=\"_blank\" rel=\"noopener nofollow\">1) the calculation and verification of recycled plastic content in packaging<\/a>, and (2) <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/19033-Packaging-and-packaging-waste-sustainability-criteria-for-plastic-recycling-technologies_en\" target=\"_blank\" rel=\"noopener nofollow\">sustainability criteria for plastic recycling technologies<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/18752-Packaging-and-packaging-waste-conditions-for-importing-recycled-materials-into-the-EU-for-use-in-packaging_en\" target=\"_blank\" rel=\"noopener nofollow\">One delegated act<\/a> establishing conditions for importing recycled plastic or plastic-containing goods from third countries.<\/li>\n\n\n\n<li>These public consultations are open until September 16th, with final adoption expected in Q4 2026.<br\/><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>EU: <\/strong>Another key implementing act aimed at harmonizing national Packaging EPR rules, including mandatory producer registers and reporting procedures, is under <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/15352-Packaging-and-packaging-waste-rules-on-national-registers-of-producers_en\" target=\"_blank\" rel=\"noopener nofollow\">consultation<\/a> until September 10th.<\/li>\n\n\n\n<li><strong>EU:<\/strong> The European Commission also updated its <a href=\"https:\/\/environment.ec.europa.eu\/publications\/faq-packaging-and-packaging-waste-regulation-ppwr_en\" target=\"_blank\" rel=\"noopener nofollow\">PPWR Q&amp;A<\/a> at the beginning of August.<\/li>\n\n\n\n<li><strong>France (commercial and industrial packaging): <\/strong>The Ministry of Ecological Transition opened a <a href=\"https:\/\/www.consultations-publiques.developpement-durable.gouv.fr\/projet-d-arrete-modifiant-l-arrete-2-du-decembre-a3407.html\" target=\"_blank\" rel=\"noopener nofollow\">public consultation<\/a> on August 10th (closing September 10th) regarding a draft decree officially postponing the enforcement of the Commercial &amp; Industrial (C&amp;I) Packaging EPR scheme to January 1st, 2027.<\/li>\n\n\n\n<li><strong>France (emballages m\u00e9nagers) :<\/strong>&nbsp;Un projet de nouveau cahier des charges est ouvert \u00e0 la&nbsp;<a href=\"https:\/\/www.consultations-publiques.developpement-durable.gouv.fr\/projet-d-arrete-modifiant-l-arrete-du-7-decembre-a3410.html\" target=\"_blank\" rel=\"noopener nofollow\">consultation<\/a>&nbsp;jusqu\u2019au 10 septembre. Les \u00e9l\u00e9ments cl\u00e9s comprennent :\n<ul class=\"wp-block-list\">\n<li>A revamp of local authority financial support, replacing standard allocations with performance-based contracts to be signed by June 30th, 2027 (\u20ac150M\/year allocated for 2027\u20132029).<\/li>\n\n\n\n<li>Dedicated funding for reuse schemes (\u20ac50M in 2027 to deploy a national system).<\/li>\n\n\n\n<li>Higher eco-penalties on unnecessary or oversized packaging and small plastic bottles.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Germany:<\/strong> Germany\u2019s new Packaging Law Implementation Act (<a href=\"https:\/\/www.recht.bund.de\/de\/home\/home_node.html\" target=\"_blank\" rel=\"noopener nofollow\">Verpackungsrecht-Durchf\u00fchrungsgesetz<\/a> &#8211; VerpackDG) was published in the Federal Law Gazette on July 17th, replacing the former Packaging Act (VerpackG).
